Job Summary:
We are seeking an experienced and dynamic Human Resources Manager to lead and manage all HR functions within our construction company based in Penang. The HR Manager will be responsible for overseeing recruitment, employee relations, performance management, compliance, and HR strategy in alignment with our operational goals in the construction industry.
Key Responsibilities:
- Talent Acquisition:
Manage end-to-end recruitment for skilled and unskilled labor, site engineers, project managers, and support staff. Coordinate with project teams to forecast hiring needs. - Employee Relations:
Foster a positive working environment by addressing employee grievances, resolving conflicts, and promoting a culture of open communication. - Performance Management:
Implement and manage performance appraisal systems that drive high performance, including KPIs specific to construction site roles. - HR Compliance:
Ensure compliance with Malaysian labor laws, construction industry regulations, safety standards, and internal policies. - Training & Development:
Identify skill gaps and coordinate training programs tailored to technical construction roles and project management needs. - Compensation & Benefits:
Oversee payroll, allowances, and statutory contributions. Benchmark industry pay practices and recommend adjustments as needed. - HR Strategy & Policy:
Develop and implement HR strategies, policies, and procedures to support business growth and employee engagement. - Site HR Support:
Provide on-site HR support when needed, especially during project kick-offs, audits, and critical phases.
Requirements:
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum 5 years of HR experience, preferably in the construction or engineering sector.
- Solid knowledge of Malaysian labor laws and HR best practices.
- Strong leadership, interpersonal, and communication skills.
- Ability to work in a fast-paced, project-driven environment.
- Proficiency in both English and Bahasa Malaysia. Mandarin is a plus.
Preferred Qualifications:
- Experience in union negotiations or managing foreign workers.
- Familiarity with HR software (e.g., payroll, attendance, recruitment platforms).
- Certification in HR (e.g., CHRP, SHRM) is an advantage
